Registration Process

The ruID app is available through RuStore, Google Play, the App Store, and AppGallery.

Users can register with an email address. A Russian phone number is optional. Those who already have a Gosuslugi account may use it to sign in.

Foreign citizens entering Russia without a visa may submit an electronic entry application through the app. It should normally be completed at least 72 hours before arrival.

The application may request:

  • Personal and passport information

  • Travel purpose and route

  • A photograph

  • A copy of the passport

  • A short voice recording

In urgent situations, the application may be submitted four hours before entry if supporting documents are provided.

Border Verification and Digital Profile

At the Russian border, the submitted information is checked against the traveller’s original documents.

After successful verification, a digital profile may be created. The system may also generate a Gosuslugi account and a SNILS social insurance number if the traveller does not already have them.

Available Services

The ruID profile may help foreign citizens access services such as:

  • SIM card registration

  • Insurance services

  • Government platforms

  • Self-employment registration

  • Other identification and administrative services

The number of connected services is expected to grow.

Who Is Exempt?

The ruID procedure generally does not apply to:

  • Citizens of Belarus

  • Children under six years old

  • Diplomats and their families

  • Employees of accredited international organizations

  • Visa holders

  • Holders of temporary or permanent residence permits

Is ruID Mandatory?

ruID was introduced as an experimental project on June 30, 2025.

During the experimental period, submitting an entry application is considered voluntary. The absence of a completed ruID form should not, by itself, be a reason to refuse entry.

However, using the app may simplify border procedures and access to digital services.

Benefits and Possible Problems

The main benefits include faster identification, easier access to services, a unified digital profile, and possible automatic registration for SNILS and Gosuslugi.

Possible difficulties include technical errors, rejected photographs, repeated data entry, privacy concerns, and uncertainty about future legal requirements.
